Windows7 ultimate Display language

If I change on a computer with windows 7 ultimate the display language, how to recognize
this language, to display programm menues etc. in right language?

This FAQ did not answer my question. I have Windows 7 Ultimate with default language German. This German is also the default language if I via Control panel/Change Display language/ I switch to another language.
If all my OS menues are displayed in English
siLangDispatcher1.ActiveLanguage is 2 (German). But I want to know that current display language is english!!!

How can this be achieved?
